create new block of buttons?

Perhaps I'm missing something, but how do you create a new block of empty buttons in a layout?  I can move buttons around, of course, by pressing the customize toolbar button, but I have empty spaces in my layout that I'd like to populate with new buttons.   Also, can you expand a block of buttons to, say, 12 rather than the maximum of 8 that it defaults with?
