Saving new Raven Sessions won't save updates

I've made some changes to my default toolbar layout, done a save as, also tried just "save raven session" to update the current one, hit the "user default" button (which is constantly lit, I remember it going dim in the past when changes are made) and my new layout fails to load on startup.  I try manually loading the new session and it stays on my original setup, previous layout.  It doesn't seem to be saving my changes at all.  The "userdefault.ravlay" in the default folder in library shows an updated timestamp, but still does not keep the changes.  Tried reinstalling latest Raven software, no luck.
Any suggestions?
