Possible to use V-Control Globals in user batch commands?

I went to create a BC for setting the left locator (cycle) position by the playhead and noticed a V-Control assignment in the Raven Key Commands. Then I looked in quicklist to find where this is used and didn't see the BC I need. I've attached a couple screenshots showing what I see...

I know I can assign a key command, but I'm wondering if we have access to these V-Controls in our BCs?

Also, side-note, does the 3rd screenshot show correct V-Control prefs? For instance, does "always use 24 tracks if raven installed" override the DAW track count?
